The bill (Reg. No.6400) submitted by Yu. Serbin, V. Rybak, A. Martyniuk, V. Poliachenko et al. sets the principles of urban planning, determines the regional and local site development rules, the order of location of construction facilities, and submission of primary data for the design of facilities. The bill presupposes public discussion of the urban planning documents, approval and ratification of the urban planning documents and facilities construction designs, specificity of reconstruction of territories with historical sites, information provision of urban planning, organization of comprehensive state documentation and construction designs by the uniform "Ukrderzhbudekspertyza" service, etc.
The bill also regulates licensing of the certificates of executive agents on design and construction, strengthening liability for violation of urban planning legislation.
The Committee members stressed the necessity of improving applicable urban planning legislation to create favourable investment climate, enhance licensing procedures, and provide for sustainable development of settlements and territories on the grounds of urban planning regulation of governmental, public and private interests by the site development.
